This is a new pack of 10 Iscar PLMT 13-5-TR IC328 carbide milling inserts, catalog number 5601723, made in Israel. IC328 is an Iscar PVD-coated fine-grain carbide grade, and the pack label marks it for ISO P (steel), M (stainless) and S (heat-resistant alloys and titanium) workpiece materials.
