This is a new Niagara Cutter (a Seco Tools company) REM710-0.750-D4-C030 3-Z4 roughing end mill made in the USA from high-speed steel cobalt (HSS-Co/M42-grade equivalent) with a TiAlN (Titanium Aluminum Nitride) coating, giving it a characteristic dark black appearance and elevated heat resistance up to approximately 800°C. The cutter features a 3/4 in (0.750 in) cutting diameter, 4-flute configuration, 1-5/8 in length of cut, 3/4 in shank diameter, and a 3-7/8 in overall length, with a 30° helix angle (C030 in the part number) and a non-center-cutting design as indicated by the "NON C/C" descriptor on the secondary label. The serrated/wavy peripheral tooth form (coarse pitch rougher) breaks chips into shorter segments, reducing cutting forces and enabling aggressive material removal rates in steels, stainless steels, and alloy materials; the tool accepts standard 3/4 in ER, Weldon, or shrink-fit toolholders.
