This is a new OSG HY-PRO series spiral flute bottoming tap, catalog List 13116, part number 1311600501, manufactured in Japan. It is sized M24x3 (24 mm nominal diameter, 3.0 mm pitch, Metric Coarse) with a D9 tolerance class (6H internal thread tolerance), intended for blind-hole bottom tapping ("BOTT") where threads must run as close to the bottom of a blind bore as possible. The tap features 5 spiral flutes ("5FX" designation) with a right-hand helix that evacuates chips upward out of the hole, a steam-oxide (black oxide) surface treatment for improved lubricity and chip flow resistance, and is constructed from high-speed steel.
