The second image confirms the cutter is marked "R2.38 HSS CHINA," where R2.38 corresponds to the 1/2 in (12.7 mm ≈ R6.35 mm — noting the marking likely reads the radius in a local convention) ground in high-speed steel for form milling convex radii on mating concave features. Convex milling cutters of this type are used on horizontal milling machine arbors to produce precise rounded convex profiles on workpieces in tool-and-die, fixture-making, and general metalworking applications.
